‘Mainstream’ Muslim Org. Puts Out Jihadi Educational Guide

A training guide produced by the Islamic Circle of North America in Chicago demolishes the group’s pretenses that it’s moderate.

An educational guide produced by the Chicago chapter of the Islamic Circle of North America (ICNA) 270x253xICNA-Guide-Coverdemolishes the group’s pretenses that it’s moderate. The book, produced for ICNA members, tells Muslims to wage jihad to conquer the West and establish sharia and repeatedly references the founder of the Muslim Brotherhood as a source.

ICNA’s annual convention is one of the largest Muslim-American events year. The group is part of a newly formed Islamist coalition that hopes to unite Muslims into a single voting bloc. Its “moderate” presentation is so effective that it has formed partnerships with churches. ICNA’s own internal documents conflict with its contrived image.

The training guide produced by the Tarbiyah Department of ICNA’s Chicago chapter was provided to the Clarion Project by former FBI Special Agent John Guandolo.

The book repeatedly references Hassan al-Banna, the extremist founder of the Muslim Brotherhood and Sayyid Qutb, a Brotherhood cleric whose teachings inspired Osama Bin Laden.

That makes sense since ICNA was named in a 1991 U.S. Muslim Brotherhood memo as one of “our organizations and the organizations of our friends.” The stated goal of the Brotherhood network in the U.S. was to wage “a kind of grand jihad in eliminating and destroying the Western civilization from within…”

Here are just some of the shocking quotes from the book:

On Jihad

Jihad is presented to the West as primarily an internal struggle. The Council on American Islamic Relations (CAIR) – another U.S. Muslim Brotherhood organization – recently waged a public relations campaign called “My Jihad,” in which jihad was described as “struggle against barriers and odds in search of a better place.” Examples included “building friendships across the aisle,” and “always pursue new ideas and conquer new challenges.”

However, ICNA’s guide teaches that jihad is the fight against forces that “oppose the Islamic Call” and the waging of war so that only the “evil sovereignty of beings other than Allah is wiped out.” (p. 117)

On Defeating the West

ICNA’s guide quotes Muslim Brotherhood founder Hasan Al-Banna, who summarized the Islamic movement’s general task of universal outreach as “standing against the flood of civilization.” Al-Banna further says that Western secularism “delayed [the Muslim world’s] advancement for centuries” and that Muslims must “pursue this evil force to its own lands, invade its Western heartland.”

According to ICNA, quoting al-Banna again, the “struggle” must be continued “until … the teachings of Islam spread throughout the world. Only then will Muslims achieve their fundamental goal, and there will be no more ‘persecution’ and all religion will be exclusively for Allah.” (p. 192)

On the Caliphate

ICNA’s training guide says a Muslim must work towards “reinstating the Islamic caliphate system to the leadership anew as required by Shari’ah…” (p.202)

On Establishing Sharia Law

ICNA directs Muslim to “contribute to the revival of the neglected faridas [enjoined duties] of enforcing the Shari’ah [Islamic Law] sent down by Allah.” (p. 202) In addition, Muslims are who are in a “position” to implement sharia law “must do so, while those unable to do so must speak out against the rule of Kufr [infidel] and call for the implementation of Shari’ah. If even this becomes impossible, un-Islamic government must be sincerely hated and despised for the pleasure of God and the upholding of Tawheed.” (p.144)

On the Doctrine of Gradualism

ICNA explains that the doctrine of “Gradualism” is important “in both thoughts and action, because the road to success is hard and long and the goals are ambitious and grandiose. The gradualist strategy pursues these goals through a tactic of incremental steps; each planned to build on the previous step in a carefully optimized time frame.” (p. 196)

On Deception

The guide relates that, “This does not mean, however, that the Islamic Movement should reveal all its strategies, plans, and organization, because this would be foolhardy and put the movement and its members in danger. The slogan should be, “Work in public but organize in secret” which accords with the Prophet saying, ‘Seek secrecy in what you do’, and ‘War is dissimulation.'” (p.197)

In Conclusion

These statements in an official ICNA teaching guide speak for themselves. Each of these quotes is shocking, but they shouldn’t be surprising given ICNA’s history.

Its 2010 members handbook laid out a five-tiered strategy to create a “united Islamic state, governed by an elected khalifah (caliph) in accordance with the laws of Sharia (Islamic law).” The handbook relied upon the teachings of Al-Banna, Brotherhood spiritual leader Yousef al-Qaradawi and Jamaat-e-Islami founder Maulana Maududi.

One of ICNA’s main causes right now is to pressure the White House on behalf of prosecuted Jamaat-e-Islami leaders in Bangladesh. A senior ICNA official, Ashrafuzzaman Khan, was sentenced to death in absentia for his alleged involvement in war crimes in 1971.

The language in ICNA’s book stands in sharp contrast to what you hear ICNA and its allies use publicly. There’s a reason for that: They don’t want you to know the truth.
